NBR participated and still participates directly, in close cooperation with the Ministry of European Integration, the National Commission for Prognosis and the Ministry of Public Finance, in the drafting the sections related to monetary policy, exchange rate, external balance, regulation, licensing and prudential supervision of credit institutions and to fostering and monitoring the proper functioning of the payment systems included in the following documents:
- Report on the Progress in Preparing the Accession to the EU as well as the Addendum to this Report. For the European Commission these documents are a major source enabling the assessment of Romania's preparedness to join the EU and of the progress achieved in this regard.
- Pre-accession Economic Programme (PEP) which is the main instrument for the participation in the EU co-ordination procedures of economic policies prior to accession. Through PEP, Romania commits itself to continue the transformation of the economy in view of meeting the Copenhagen economic criteria. PEP is the consistent and credible short and medium term macroeconomic framework attesting that the proposed economic reforms will lead to the achievement of the economic stability and sustainability needed for the accession the European Union. For this purpose, PEP identifies the most adequate policies and economic reforms necessary to prepare Romania for the accession to the EU and for the enhancing the analytic capacity of the central institutions with a view to the future participation in the multilateral surveillance procedures within the Economic and Monetary Union (EMU). PEP is the forerunner of the convergence and stability programmes drafted by EU Member States.
- The supporting documents presented by Romania at the meetings of EU-Romania Association Committee, Sub-committee No. 2 "Internal market" and Sub-committee No. 4 "Economic and Monetary Issues, Capital Movement and Statistics" when the EC experts assess periodically the progress in fulfilling the commitments assumed by Romania during the negotiations. At the same time, according to the Europe Agreement, these structures represent permanent contact points between the EC and the Romanian institutions involved in the accession process.
- National Development Plan 2007-2013 (NDP), is elaborated for the negotiation of the Community Support Framework according to the provisions of the EC Vademecum for Structural Funds Plans and Programming Documents. NDP's general objective is to guide and foster Romania's economic and social development in order to achieve a sustainable economic growth and stable jobs. An major role in the completion of this objective is setting the medium and long term national growth priority axes and, on this basis, elaborating and implementing a set of economic policies which will embody sustainable and viable programs and measures, consistent with the economic estimates included in the medium term National Economic Development Strategy. The NDP is the starting point in the drafting of National Strategic Reference Framework 2007 - 2013 (NSRF) which is one of the economic and social cohesion policy instruments after accession.
