Coordination of the NBR's participation in the ECB-ESCB structures and sub-structures


As from the date of Romania’s accession to the European Union, the National Bank of Romania has become part of the European System of Central Banks (ESCB), and cooperate closely with the European Central Bank and the other EU member central banks. The Governor of the NBR is a member the ECB General Council, one of the three decision making bodies of the ECB, along with the Governing Council and the Executive Board.

The NBR experts are members of the ESCB structures and substructures (committees, working groups, task forces) and contribute to the preparation and implementation of the decisions of the General Council and the Governing Council. These structures cover all the central banking areas of activities and their members are experts from ECB and EU central banks. Their role is to provide the technical expertise needed to the ESCB decision making bodies, delivering at the same time a platform for exchange of professional expertise and experience among the participating central banks. The ESCB committees meet and debate current issues related to their mandate, in accordance with a predefined schedule.

In order to coordinate and monitor the participation of NBR experts in the work of EU fora structures and substructures, including the ESCB, the NBR has issued two internal regulations: Regulation no. 6/2019 regarding the NBR representation to the working structures of EU institutions and Regulation no. 2/2013 regarding the protections of professional secret information.

The International Relations Departments is responsible for coordination of NBR participation in General Council and in the ESCB structures and substructures. The department is responsible for:

  • The preparation of NBR Governor participation in the meetings of the General Council;
  • The management of documents related to the work of the General Council;
  • The exchange of information among the NBR representatives in the meetings of ESCB structures, in accordance with the agenda of each General Council meeting;
  • The preparation of the regular coordination meetings of the members of the 12+1 ESCB committees, with each representative having the responsibility to coordinate the activities of related substructures.
